How KWMR Community Radio Used PlanPerfect to Turn a Funding Crisis Into a Shared Plan for the Future

Summary

KWMR is a community radio station serving rural West Marin and the San Geronimo Valley in California. The station is powered by more than one hundred volunteer on-air personalities and a staff of just 4.5 FTE. When the station lost twenty-six percent of its budget after federal CPB funding was cut, Executive Director Amanda Eichstaedt found herself needing a new strategic plan without the budget — or the staff — to build one the traditional way.

Through a bridge grant, KWMR gained access to PlanPerfect. Amanda used the platform to turn scattered priorities into a focused five-goal plan, ran a stakeholder survey that deepened board engagement, and produced a polished, board-ready document without hiring a consultant. The result is a plan the whole organization helped shape. The plan is one Amanda and the team intend to keep using as a living tool rather than a document that sits on a shelf.

The Challenge

KWMR had weathered a lot: wildfires, a pandemic that kept its 100+ volunteers out of the building for a full year, and the ordinary strain of running a station on a small staff. But losing CPB funding hit differently — it was more than a quarter of the station's budget, and it arrived the same week their development director resigned.

"When we lost our funding that week, my development director resigned. So it was like a sort of a natural thing, but it also was like — the writing's on the wall. There's not a lot of money, we need to raise money."

KWMR's previous strategic framework had quietly expired during a board transition, and with no development staff to lean on, the responsibility for building a new one fell squarely on Amanda, on top of her existing roles managing finances, HR, policy, and day-to-day station operations. She didn't just need a plan — she needed one that didn't live entirely in her head.

"It's good to have something to work on, so that it's not all just in my head, and everybody's wondering where we're going — rather than it being a shared set of goals and objectives that everybody has worked on together, including the board."

The Solution

KWMR was introduced to PlanPerfect through a bridge grant tied to a national public media funding program. Amanda had worked with strategic planning consultants before, and initially assumed PlanPerfect would be a similar, grant-funded engagement. When she looked closer at what a comparable consultant-led process would have cost her small station, she realized the platform was a rare opportunity — access to planning tools that KWMR could never otherwise afford.

Her first working session left an impression that stuck with her:

"I had never talked to a computer. I had never used AI in that way. And it blew my mind."

How KWMR Used PlanPerfect

Building the Plan In Reverse

Amanda knew PlanPerfect could be used either by gathering data and documents first or by starting to build the plan directly — she chose the latter, working through the platform's prompts up front and going back later to layer in supporting material.

"I kind of did it backwards. I know you can do it either way — collect a bunch of data, put your documents in, do surveys and build from there. But I kind of put in the stuff at the beginning and then had to go back in and redo it."

Narrowing eight goals down to five

Working through the platform's guided prompts, Amanda started with eight potential goals and used PlanPerfect to stress-test and prioritize them.

"I had eight goals, and I was like, this is crazy, I need to get to four. And then I ended up with five, and that's where we're sitting now."

The process also surfaced a goal that needed rethinking. Amanda had initially planned to focus on volunteer recruitment, but working through it with the platform helped her recognize the station's real need was different.

"I realized, well, we can't manage any more people — we're already managing 110, maybe 140 volunteers when you think about events. So I just need to refine how we work with our current volunteers."

Deepening board engagement through stakeholder surveys

Amanda used PlanPerfect's stakeholder survey tools with her board, and found that the platform's AI-driven follow-up questions drew out more thoughtful responses than a standard survey would have.

"It started having this conversation with me and went deeper on these things. People had a really great experience with that, and I think that led to better data going into the plan."

That data became the foundation for a three-hour strategic planning off-site with her board committee, where members — including one with a professional background in AI-powered translation software — helped stress-test the plan's language and framing.

"She was super familiar with AI and how AI models work, and she basically said: this is a tool, you want to use it, but you want to make sure you're not just relying completely on that."

The Unexpected Favorite: Professional Formatting

When asked which PlanPerfect feature had made the biggest difference, Amanda didn't point to the AI-assisted survey analysis or the goal-setting workflow — she pointed to something simpler.

"Honestly, the formatting. Coming up with something that looks professional, rather than just a Word document — that's probably one of the biggest time savers for me. Making it really look like a plan, which is something I would normally rely on a consultant for."

The Results

A Plan the Whole Organization Shaped

Rather than a strategic plan built solely by Amanda or handed off entirely to an outside consultant, KWMR's plan reflects input from the board subcommittee, staff, and stakeholders — exactly the shared ownership Amanda set out to build.

"It gets you to a place where you're not starting with a blank piece of paper, or handing off the responsibility solely to a consultant who doesn't have the full familiarity of your organization."

A Living Tool, Not a Shelf Document

KWMR is preparing to finalize its goals and objectives with the board and move into PlanPerfect's dashboard and timeline features. Amanda plans to keep using the platform's stakeholder feedback tools well beyond the initial planning process — checking in with listeners and volunteers as the plan is implemented, not just when it was written.

"I don't imagine that we would let this go. I intend to budget for it in the future."

Momentum Toward Financial Stability

While not a direct output of the plan itself, KWMR's broader financial strategy — consolidating to a single annual pledge drive and growing sustaining memberships — is the kind of sustainable-funding thinking the strategic plan is now helping the station formalize and build on.

"Having access to this technology as part of the grant process is great. I feel like this is allowing us to get our bearings so that we can move forward in a sustainable way."

Advice For Other Nonprofit Leaders

Asked what she'd tell another nonprofit leader considering PlanPerfect, Amanda didn't hesitate:
